- Buffalo and Pepin County residents are served by the Buffalo-Pepin WIC Program, headquartered in Alma. WIC is a preventative health and nutrition education program for: women (pregnant, breastfeeding or postpartum), infants, children under 5 years of age. WIC serves families who are at or below 185% of the federal poverty level.
